GENERAL PURPOSE:
Under general direction, provides property management program assistance to the real property management team by providing oversight and coordination of assigned activities and functions within established policies and procedures associated with the Real Property Management program team.

ESSENTIAL FUNCTIONS:
The following duties ARE NOT intended to serve as a comprehensive list of all duties performed by all employees in this classification, only a representative summary of the primary duties and responsibilities. Incumbent(s) may not be required to perform all duties listed and may be required to perform additional, position-specific duties. ??Performs property management liaison activities for Sound Transit (ST) owned property; serves as ST Representative for design and construction of ST projects. ??Conducts regularly scheduled property security and maintenance audits to ensure that the industry standards of Best Management Practices are being used. ??Responds to property emergencies during normal business hours, as needed; may be required to to respond after hours, as directed. ??Prepares and follows established protocols for ST property and/or Temporary Construction Easement transfers from Real Property to DECM Project Teams. ??Serves as property management liaison to acquisition agents and ST contractors in order to complete property transfer process. ??Participates in the planning and coordination of property maintenance programs. Responsible for coordinating utility accounts into and out of Sound Transit?s name when property is transferred to and from ST care, custody and control. Serves as liaison to real estate and right-of-way (ROW) by tracking and administering ST property rights during construction of ST projects. ??Read and interpret construction contracts in order to coordinate property restoration requirements. ??Reviews and interprets property rights for customers and consultants. ??Acts as project manager for assigned projects implemented and administered by property management staff. ??Serves as property management representative during design and construction. ??Serves as point of contact for access to ST owned properties in assigned areas of responsibility. ??Other duties as assigned.
MINIMUM QUALIFICATIONS:
Education and Experience:
Bachelor's Degree in business administration, real estate, property management, construction management, civil engineering or closely related field and five years of experience directly related to the knowledge and skills needed to successfully accomplish the essential functions required for this position; OR an equivalent combination of education and experience.

Required Licenses or Certifications:
None.

Required Knowledge of:
??Operations, services, and activities of a property management program. ??Real estate principles and practices related to property management and related matters. ??Laws, practices, and legal instruments involved in real estate transactions and contracting. ??Methods and techniques of property management. ??Construction plan sets, as-build drawings, system manuals, building and city codes. ??Principles and practices used in contract preparation and administration. ??Principles and practices of customer service. ??Project management techniques and principles. ??Pertinent federal, state, and local laws, codes, and regulations. ??Principles and procedures of record keeping. ??Principles of business letter writing and basic report preparation. ??English usage, spelling, grammar, and punctuation. ??Modern office procedures, methods, and equipment including computers and computer applications such as word processing, spreadsheets, and statistical databases. ??Principles and practices of governmental budget preparation and administration. ??Principles of supervision, training, and performance evaluation. ??Property Management best practices.
Required Skill in:
??Utilizing personal computer software programs affecting assigned work and in compiling and preparing spreadsheets and reports. ??Establishing and maintaining effective working relationships with other division staff, management, vendors, outside agencies, community groups and the general public. ??Interpreting and administering policies and procedures sufficient to administer, discuss, resolve, and explain them to staff and other constituencies. ??Interpreting, explaining, and enforcing real property management program area policies and procedures. ??Reading, understanding, and interpreting complex documents involved in real property transactions. ??Applying project management techniques and principles. ??Preparing and analyzing data and comprehensive reports. ??Maintaining confidentiality and communicating with tact and diplomacy. ??Applying appropriate oral and written communication techniques to various individuals. ??Working cooperatively with other divisions, Agency officials, and outside agencies. ??Monitoring program/project schedules.
PHYSICAL DEMANDS/WORK ENVIRONMENT:
??Work is performed in a standard office environment. ??Subject to standing, walking, bending, reaching, stooping, and lifting of objects up to 25 pounds.
